Shock and Awe 2010

Seven years, over 100,000 lives lost and one trillion dollars later one question has yet to be answered regarding the American war in Iraq.

Who won?

Wouldn't it have made more sense to have just given Saddam Hussein 10 or 20 billion dollars to leave Iraq?
